No, not German.  It is/was Dutch. 
However, I agree that the designer has committed crimes against hunmanity. In 2009, his crimes continue every day, 24/7.

O.K. Terry :D I'm going to have a stab at this, Is it a Spyker ??? can't find any info on the car is it a concept ??? the guy who owns Endemol (NL) invested in Spyker and sold the rights around the world for the TV program Big Brother 24/7.

No Pete, it's not one of them.
As Eklipze3k has now had time to choose a car I'll reveal what this one is. It is a Gatford, sometimes known as a Gatso.  It was powered by a 3.9 litre V-8 and was built in small numbers between 1948 and 1950 in Holland by International rally Driver Maurice Gatsonides.
Yes, that's the same bloke who invented the Gatso speed cameras which make our lives so miserable in UK.
I said you'd hate him, as well as his car.
