ok well, at leat there is now a filter there, thats a good start, it will stop anything blocking the jets, (otherwise you will be forever cleaning the jets)
often a leaky carb float can make it seem like its starved of fuel, but whats actually happening is there is too much fuel, as when the float become heavy (becaus its full up/weighted with fuel) it opens the needle valve to allow msore fuel in. (just like a toilet cistern) This is what happened on my BIS, when i first got it running.
you need to remeove the top of the carb, and take out the float, (big float, brass looking thing) take it out and give it a shake see if you can hear any fuel inside, also stick it in a bowl of water and see if bubbles surface. Also try a new needle valve, get a carb service kit from
www.ricambio.co.uk give them a ring. (you dont get a carb float)

i have only just thought, i think its your fuel pump, only back in september i drove from london to yorkshire, for about 15 miles my car was running beautifully, then all of a sudden it lost power and the car jurked, if i pulled over and let it cool for half a minute it would be fine again. When i got there i changed fuel pump and not a prob since, I would advise getting a new fuel pump (£20) and carb repair kit.
The best thing you can do is replace all the bits, you know its a fuel related problem so its going to be either fuel pump or carb, the fuel pumps rust internally especially when not used frequently (yours was in a barn for years i imagine?)
hope this helps
