Thanks for the quiz! A Nice one. It has nothig to do with GAZ except the owner (USSR). The torpedo is Moskvich 402 for sure, so I browsed around and found this coupe not pick-up version of 402 prototype made in 1955 for the needs of the agriculture cooperations:







Engine Moskvich 402, 1200cc, 35hp, 3 gears and 15" rims.

I don't find the exact model number...

PS - Volga GAZ M23 is the V8 KGB wolf in sheep's skin based on M21

PS2- USSR is surprisingly a pioneer in comfortable 4x4's of the era
