OK this seems to be stumping everyone so some clues:
- it got as far as the pre-production prototype stage before being cancelled.
- it is amphibious.
- it is based upon a civilian market 4wd.
- the mechanicals are of a FIAT based design

Hmmm.  No real reponses. ::)  OK to prevent the topic from stagnating, let's put that one aside for the moment.  Try the attached below.  These were the original prototypes for a very common 4wd still made today.

Well 1973/126 got it.  Yep these were the prototype Nivas which look nothing like the final product..
They were named the E2121, Niva factory code is consequently 2121.

As for the previous one, it was the Vaz 2122, basically an amphibious Niva for the Russian millitary.

Both run FIAT derived drive lines hence the earlier clue.
