It's a Zoe Zipper  [-/
Introduced in 1983  by Zoe Motors Inc in Los Angeles, California (USA) the Zoe Zipper was a light weight one seater vehicle weighing in at under 400 pounds. It was initially manufactured by Mitsuoka Motors in Japan in 1982.

The vehicle was powered by a 5hp (49cc) Honda engine that provided power to the single rear wheel.  The Zoe Zipper had a top speed of 45 mph (72 kmh) and offered fuel consumption of anything up to 112 mpg.

Well I didn't know about that name, I prefer the Japanese name - a Mitsuoka BUBU 501.  There's a very rediculous chase film clip here http://www.autoblog.com/2009/08/27/video-ridiculous-vintage-jdm-action-roller-skating-ninja-vs-b/ where one tries to out-run a bunch of ninjas on roller skates.  Yep only in Japan.

Well I can't seem to find a 501 for sale in Japan at the moment, but there is the later 505 model on he yahoo auctions website.  Basically the same concept but with a scaled Merc SSK style body (may suit your taste better). http://page11.auctions.yahoo.co.jp/jp/auction/n92776449#enlargeimg.

If you're good with fibreglass, from what I've read it's based on the old Honda Lead scooters.
