found this on another forum, they are trying to work out what this device over the brake discs is used for? It's fitted to an elderly Audi with polish number plates.
I know there are quite a few polish members on this forum, so any ideas?

i think its from someone's black museum where the outer rim of the wheel has parted with the inner rim or an attempt to make a cheap wheel spacer

is there any possibility its anything to do with stopping snow or ice from getting in and freezing up the wheels? doh! or a device for trapping small children and grating them up for a traditional polish canabal stew? ask audi if they know what it is? it might be factory fitted you never know!!

As far as I know it is a disc brake itself. It enables to have bigger diameter brake by fitting the calliper inside the disc. Something like you have on Buel motorcycles.

Edit: I think ATE was making brakes like that
