Managed to obtain one of these 126 RHD throttle pedals in a seized state and managed to sort it out in the following way.
With the pedal out of the car, place it vertically in a vice with the pedal end downwards.
Remove Circlip and prize out nylon bush from cable end.
Drip thin oil down tube and leave for a hour.
With the vice gripping the outer casing securely (but no so tight that you squash it flat, tap the end of the rod smartly with a hammer.
You should be able to drip more oil down the tube and eventually get the rod to move inside the casing all the way to the bottom.
Wire brush all the loose scale away on the rod at the pedal end turn the whole thing round in the vice so that the pedal end is now at the top and drip more oil in. Tab rod back down.
Do this a few times and the rod will soon be free enough to enable you to twist it in its casing and you can exercise it. If you use plenty of oil the rusty flakes that was binding it up will come out as a rusty paste which you can wipe off. Eventually you end up with a freely moving rod. You can then refit the bush and circlip and refit to the car.
Ideally if you have it in the vice you could drill a hole in the outer casing in the middle as an oil hole or fit a small grease nipple to enable you to pack the tube with grease.
Hope this helps.
