It was designated by GM to be the replacement for the Corvette Stingray using the newly developed Quad-Wan-kle (4 Rotor) engine But it never happened

GM developed a pair of rotary-engined Corvettes.  One had a 4-rotor engine, and the other had a 2-rotor engine.  Your puzzle car was the 2-rotor model, named XP-897GT. 

The steel body was built on a Porsche 914 chassis by Pininfarina.  This makes it the only steel-bodied Corvette.  Last I checked, XP-897GT was in England, and is powered by a Mazda rotary engine.
