Round button or knob on dash

Can anyone, maybe some of our Polish friends, tell me what the round thing on the leftside on the dash is? I noticed it on some later models.

Wiper speed... in theory.

Mine has two speeds, fast and off. :$

Mine also has some screwed up wiring and only two speeds, slow and off  :$
