I don't know if the bis engine was made by lancia for one of their cars but the engine does have printed into the casting FIAT  LANCIA  in big letters on the top I think that is what their talking about

I know what they mean. The Engine was made by Lancia, the Bis was also sold in Poland.

What I  meant was, one usually sees aircooled 126p's being driven from Poland being sold in the UK, but not watercooled versions.
