Can anyone give me some advice on how to remove flaking paint from the original wheel trims prior to painting. Any advice appreciated

Don't use paint remover it melts the plastic
you could use Wet & Dry - Scotchbrite Abrasive Finishing Pads or Brillo pads

flatten with wet 180 then 320 then panel wipe on a scotch bright pad then paint
