Looks to be basically an adapter made up for / to fit another carb. Height / body clearance may be an issue as would fitting an air filter / intake ?

The rocker cover is a standard upgrade. Not sure what the carb is, could it be a Bis ? That type of manifold has been around for over 30 years. Originally designed to fit the Weber 30DIC carb but can now also be used to fit the Panda 30 or Bis twin choke carbs.
There are engine lowering kits available for the Fiat 500 to give a bit more room above the cylinder head.
The other manifold in the picture is a later & lower design.

Well you made me think there Dom, the cylinder head was bought from a Polish guy, larger inlet valves & seats fitted by a firm in Watford, inlet manifold from Italy. The carb I am using came from New Zealand and rebuilt using parts from Hungary , Germany & the UK and the air filter came from the United States  :)
