Wheel nut torque

I tighten the wheelnut by hand (assuming thats around 7NM) and back it off 30degrees as per instruction. But this means that its more or less free to rotate. I staked it, but its hard to “fill” the gap in the axle where the staked part is hammered into. Thus the nut can rotate a couple of degrees back and forth. It just seems wrong that it should be so loose?

Anyone tried to change the front bearing and had to refit the wheel nut?
