I am very concerned about the impending implementation of the Ultra Low Emission Zone (ULEZ) in London. It will expand to the inner north and south circular roads in 2021. To comply with ULEZ, all cars have to be EURO 4 compliant.
I know it is over 2 years away, but quite unfortunately, I may need to sell my beloved Fiat 126 Bis and my Alfa Romeo GTV well before then.
I think there is no a way to upgrade these cars to EURO 4. For my Alfa Romeo, I don't it is a straight catalyst converter upgrade or modification.

Sell your BIS? No way! It would be far better to move to Yorkshire where we have the highest concentration of Fiat 126 in the U.K. and don’t entertain such nonsense! ;)

Whilst I’m all for helping the environment and improving London’s filthy air, I think that trying to force private car owners to take what in many cases will be perfectly good cars off the road is going too far and is fundamentally unfair.
I suppose it’s important to point out that non-compliant cars won’t actually be banned but instead there will be a hefty daily charge for driving in the zone (£12 I think).
Luckily we’re some way outside the North Circular but it’s probably only a matter of time before it gets extended to all the London boroughs...

Cars categorised as, "Historic Cars" are exempt from the ULEZ.
Yes, they are probably the worst offenders, but they are few and far between. It is also likely that the vast majority of historic owners look after their cars, and use them rarely. The aforementioned was used as the rationale behind reinstating historic cars rolling system.

My other alternative is to buy an aircooled 126. In 2019, all 1979 vehicles will qualify as historic and exempt from tax and ULEZ. In 2021, 1981 cars become exempt.
I know it is only a car, but I will miss my Bis when it is time to sell. I've owned it for 11 enjoyable years.
I prefer to sell it to a Fiat 126 enthusiast. It will come with literally tons of spares. I haven't installed the new rear shocks (includes the bushings).

Please don’t sell your BIS, life is life and Fiat is life, think of all the good times that you have had and then think about all the good times you have yet to have. Try not to think about any of the bad times! ;)

If it’s not your daily, keep it and just pay the tax.
If it is your daily, convert it to electric- that’ll make it Euro 4 for sure ;)

"Retrofit: convert to Liquid Petroleum Gas (LPG)
If your vehicle has been converted to run on LPG you may meet the emissions standards. Converted vehicles will be treated based on the DVLA's records of its emissions standards. This means diesel vehicles should be converted to use LPG in a spark ignition engine, and the DVLA notified of the change.
We recommend using a UK LPG-approved installer. Our LoCITY programme has an up to date map showing LPG refuelling infrastructure in and around London."
The question is would you really want to drive a 126 with a gas tank fitted? I certainly wouldn't just from the safety point of view.
Just buy a nice early air cooled car, that is a better option :)

The other issue is that it's not just London that is rolling out the ULEZ, several large UK cities are reviewing plans to have a ULEZ systems / areas, which will provide additional funding for the Local councils. And we all know how much councils like making money and lining their own pockets.

It looks like buying an early aircooled 126 is the only option. Mike's 1983 126 and dcee's 1973 126 are up my street, but I need to sell me 126 Bis first. Any takers?
Another alternative is to buy a classic Fiat 500.
