Can you buy a bigger engine or increase the engine cc on a standard 650c air cooled?

700, 750 & 800 is all possible , just depends upon how much you are prepared to modify and the size of your wallet 😀

Well a good start would be to check out the posts on this forum, the blitz racing link and the reputable companies for tuning. Then there are loads of Italian suppliers like 500mania etc and the 500 classic section on the Fiat forum.
Costs ? Well impossible to say as it all depends on what you want, probably about £1,000 for a basic package and easy to spend £3,000+ on an engine.

 As Rusty said there is plenty of companies doing bigger engine kits mainly in Italy.
 If you are aiming for more power a good place to start would be the cylinder head and and upgraded carburettor.
