Check the bulb wattages are correct and all bulbs are working.

It is Fiat's patented diagnistic system where one bulb out it stops clicking  :P

The only reason I ask about the return to tank is those regulators do not like running without the return as I found out when I ran a bike carb without a return.

 (why did,'t Fiat fit a handle) Mine is thanks to a Jaguar XJS.

Answer is that they did. It's the poles who took them off

Actualy the later Italian built cars also dropped the pull handles and I gues the Polish builders just did what they were told. I would guess that the captive nuts are still ther behind the door cards so pull handles could be fitted and they are cheap to buy.
